Japanese, Chinese and English, and I was much disappointed to find that though I had informed Sir Claude Macdonald in my telegram of the 10th March that knowledge of English was necessary, and though he had impressed this fact with emphasis upon the Japanese Government, it was thought worth while by that Government to engage Doctors who, with one exception, had no knowledge of English and none of Chinese. For some weeks every effort was made to secure efficient interpreters and derive some practical benefit from the services of the District Doctors, but the Sanitary Board were finally compelled to recommend that the services of four of them should be dispensed with and that they should be allowed to return to Japan. The engagement with them was terminated, therefore, on the 21st instant, and they left Hongkong immediately afterwards. At the same time it was found necessary to employ two more Doctors on bacteriological work to enable the bacteriological examination of every single rat found or caught in the Colony, and I authorised the retention of two of these six Doctors for this special work. There are thus four Japanese Doctors still employed.
8. The salaries of the eight Doctors were as follows:-
1 at $150 a month,
2 at $125 a month,
5 at $100 a month,
with $80 a month each for Board and Lodging, travelling expenses from and to Japan, and $100 each for outfit. No steps have been taken to engage Doctors to fill the places of the four who have left, and it is hoped that as the plague season
